The Alliance for Retired American supports a social insurance model for a long-term care system that incorporates a range of quality of care that is affordable and based on health and physical needs, not income levels.

Despite studies and Congressional hearings, federal and state legislation and regulations, America's nursing home residents remain subject to abuse and neglect. The means of protecting them are still falling short.

Nursing home staff and management cannot produce a decent environment for residents until there are vast improvements in staffing ratios, training for staff and management, decent pay, benefits and incentives.

States also conduct an annual survey and certification process if the home received payments for resident care from Medicaid or Medicare programs. The federal nursing home reform law requires states to receive complaints and provide timely review and investigation of allegations of abuse or neglect.
